that Quy Nhon had to have a better
urban space that will allow easy con-
nection to other cities and also drive
investment.
Three scenarios
French firm Arep Ville Consultancy
is coordinating with the National Urban
Planning Institute under the Ministry of
Construction to introduce some ideas
for Quy Nhon city’s planning.
Arep Ville told conference del-
egates that there is a need to analyse
the situation before deciding what the
urban structure of Quy Nhon should
look like in the future.
It presented three scenarios for
Quy Nhon: “Comprehensive renova-
tion”, “Sea and Trade in Harmonious
Development”, and “Balancing Develop-
ment with Focus”.
Under the first scenario, Quy Nhon
will avoid risks by focusing on oil refin-
ing. This requires the city to consider en-
vironmental and social problems, which
need proper management. Protecting
the city from industrial zones is vital.
Arep Ville Consultancy propose di-
viding Quy Nhon city into eight func-
tional areas: an agricultural zone, a gar-
den city/ecological urban area, a light
industrial zone, a logistics zone, social
housing, a zone for the oil refining
industry, Quy Nhon seaports, and the
existing historical city.
The second scenario emphasises
harmonious development while ex-
ploiting the sea in terms of tourism and
seaport services. In this scenario, Nhon
Hoi Industrial Zone will develop light
industry, high technology and research.
Quy Nhon city will be split into six func-
tional areas under this scenario.
The third scenario aims to focus
on sea ports and tourism. Quy Nhon
would become a tourism corridor con-
necting the area with other tourist
spots in the region.
Sustainable development
Speaking at the conference, the
head of the Central Internal Affairs Com-
mission, Nguyen Ba Thanh, said he con-
sidered the ideas to be very bold but
implementing them would be difficult.
The leprosy village, Quy Nhon Uni-
versity, and Tran Phu primary school
must be moved, he believes, so the land
can become the heart of the city.
He also said Binh Dinh’s promotion-
al campaigns have not paid sufficient
attention to Quy Nhon city, which has
damaged efforts.
Deputy Head of the National As-
sembly Delegation for Ho Chi Minh City,
Dr Tran Du Lich, explained that sus-
tainable development does not mean
avoiding risk. Rather, it means creating
solutions. He told delegates that Nhon
Hoi Industrial Zone’s development into
an oil refining area will not threaten the
sustainable development of the city.
He took Singapore as an example. The
island state is home to a 30-million
ton capacity oil refining sector - the
largest in Southeast Asia - but it is still
renowned as a green and clean city.
“The problem is how we turn it
into practice, to ensure sustainable and
harmonious development, balance the
benefits, and curb the risks,” Dr Lich
stressed.
He also affirmed that Quy Nhon
should aim at specific and clear targets,
keeping its own character and building
its own brand. The city should learn
from Danang, which built its own brand
with the slogan “Danang – the City
Worth Living In”. “Why can’t Quy Nhon
become ‘Quy Nhon – a good city to live
in’ or something similar?” he asked.
