MoH and EC Delegation end Health Sector Capacity Support Project

HSCSP is an additional contribution of the EU to help the Ministry of Health (MoH) strengthen the institutional capacity for good governance of the sector and for improved health service delivery.
The project focuses on designing, piloting and testing reform tools at the MoH and the health department of three pilot provinces of Bac Ninh, Bac Giang and Ha Nam whilst sharing information with 15 partnering provinces.
This is one of the last technical support projects reserved for Vietnam by the EU in the transitional period to sector budget support. The project supported important reforms in the health sector towards the general objective of improving the health status of people in Vietnam, in particular those who are poor and near poor, as a contribution to poverty reduction and attainment of health-elated Millennium Development Goals.
“After five years of implementation, the Project has recorded encouraging results which are recognized by the MOH which now plans for nation-wide replication of such results,” Nguyen Thi Kim Tien, Minister of Health, said.
She added in the background where the health sector is focusing on reforms to renovate health management for improvement of service quality, particularly the quality of care at the local levels, the support from the European Community is a valuable contribution to the health sector in Vietnam in its efforts to further strengthen the quality of services and expand equal access to quality health services for people in Vietnam.
Franz Jessen, Ambassador and Head of the EU-Delegation to Vietnam, said: “We have supported the Vietnam health sector for more than 20 years and we intend to continue to support the Viet Nam health sector for another at least 3 years in bilateral aid. We expect in October or November this year to sign a major operation of 114 million Euros in the hope of improving the quality of healthcare services in the poor provinces of Vietnam”.
