Halong Marina is the new centre for political, economic
and social development in the northern province of
Quang Ninh. Timeout talks with
Edward Lee
, deputy
general director of Syrena Vietnam Investment and
Development JSC, about the company’s strategy and
Halong Marina’s role in the province’s development.

How has Quang Ninh been develop-
ing in the last year?
In terms of tourism development,
despite the economic downturn, Quang
Ninh still saw stable growth in 2013.
Total visitors to the province reached
more than 7.5 million, an increase of 7
per cent compared to 2012.
In 2013, the FDI investment into
Quang Ninh reached $390 million and
the province saw a few large scale pro-
jects commence such as Marine Plaza,
Marina Bay, the Amata Group’s high-
tech industrial and urban development
area, the ISC group’s high-end urban
development complex in Van Don
Economic Zone, Vincom Mega Mall,
Ocean Tower and so forth.
How important is Halong Marina to
the development?
As with any city in the world, the
growth and development depends a lot
on the joint partnership between private
enterprises and the local government.
Halong Marina is one such partner-
ship. When we develop long-term plans
for Halong Marina, we do conduct ex-
tensive discussions with the local au-
thorities to make sure that our plans are
in-line with the government’s long term
urban master-planning, and how Halong
Marina will look 10 to 15 years from now
as Halong Marina is developed to be the
model township for the province.
Sitting right at the entrance to
the city, Halong Marina serves as the
gateway to Halong Bay and will be
the face of Halong Bay. Thus, the
importance of how careful we are with
our planning and development is of
great importance.
How is the Halong Marina project
set up?
Located at the gate of Halong city,
Halong Marina spreads over 230 hec-
tares with a 3.8 kilometre beach front.
It is divided into four main areas,
namely Central Financial District & Bay
I, II and III. With the intent to integrate
the natural beauty of the bay with the
full functionality of a urban area, Ha-
long Marina will be a place where peo-
ple can “live – work – play”.
In terms of “living”, we developed
and have plans to continue developing
residential properties that are meant for
three generations. The residential pro-
jects will serve people from professional
singles to large traditional families. The
projects developed will also suit all budg-
et ranges, from affordable housing to
high-end luxury beach-front villas.
