PM: speed up high-tech park construction

Prime Minister Nguyen Tan Dung has called for faster construction of the Hoa Lac high-tech park during his working session with its management board on Hanoi ’s outlying district of Thach That, on February 13.

PM Dung stressed the correct policy of the Party and the State in establishing the park to facilitate development in science and technology, especially the country’s high-technology sector.

The progress of the park’s construction and investment is slow compared with its plan, he said, adding that it will be difficult to complete the park by 2015 as scheduled.

To remove obstacles, the PM urged the management board to promptly submit the park’s master plan adjustment for official approval.

He also asked the management board to work actively with investors to speed up and complete site clearance this year.

Established in 1998 on an area of 1,586 hectares, the Hoa Lac high-tech park has completed site clearance of 845ha and granted licences to 61 projects with a combined capital of VND31 trillion ($1.47 billion), covering 217.56 ha.

Of the projects, 29 with a total registered capital of VND15.2 trillion are implemented, creating jobs for more than 4,000 workers.

About 50 other projects with a total capital of VND44 trillion are awaiting licences.

However, the management board said due to poor infrastructure, slow site clearance and lack of incentives, the park has not yet attracted major investors for high-tech production.

Additionally, the implementation of projects is slow compared with investors’ commitments, particularly after the global economic turmoil and Vietnam’s tightened monetary policy.
