Ninh Binh’s true culture of success

Only a two-hour drive from Hanoi, northern Ninh Binh province is becoming a popular getaway because of its natural beauty.

But Ninh Binh’s great economic potential is only starting to be scratched, which is why the province is hosting an investment promotion conference in November. Bui Van Thang, Chairman of Ninh Binh Provincial People’s Committee, explains to VIR why Ninh Binh should be an attractive destination for investors.

Ninh Binh, located in the south of the Red River Delta, occupies an important position as a  northern gateway and key economic region. With a population of 900,000 in an area of 1,400 square kilometres, Ninh Binh is situated as the crossroads for economic and cultural exchanges between the Red River Delta region and the central northern region and the northwestern region.
Ninh Binh boasts a convenient transport network, including roads, waterways, railways and planned airways. The province is bestowed with diversified natural resources and plentiful potentials, particularly tourism potential as compared with other regional provinces. Ninh Binh is home to Trang An National Special Relic – Hoa Lu Ancient Capital, Tam Coc – Bich Dong tourism destination, Cuc Phuong National Park, Phat Diem Cathedral and limestone mountains which feature renowned caverns and caves such as Bich Dong or Dich Long.

In addition, Ninh Binh is home to an abundant, high-quality workforce, including many scientists and a technical labour force trained by universities, colleges and vocational training schools.
Furthermore, Ninh Binh still preserves and promotes intangible cultural tradition and arts such as poetry, literature, special traditional cultural festivals and folk songs such as Cheo, Ca Tru, Xam and Van, which have existed for thousands of years.

The province is also the land of historic Vietnamese figures including Dinh Bo Linh, Truong Han Sieu, Ninh Ton, Vu Duy Thanh, Vu Pham Khai, Pham Than Duat and many well-known scholars.

All of these attributes enhance Ninh Binh’s potential and strength, which should encourage the province’s desire for international economic integration process and expanded external economic relations to take advantage of outside sources to continue developing a more dynamic, prosperous and sustainable economy.
Over the years, Ninh Binh has gained a high and stable annual economic growth of more than 10 per cent, especially during 2006-2010, when the province’s GDP expanded 16.5 per cent per year. Once a purely agricultural province, Ninh Binh has since developed industrial and tourism sectors, and a sound economic structure.

The ratio of industry-construction accounts for 49 per cent in the province’s GDP while agro-forestry-fishery makes up 15 per cent and services sector accounts for 36 per cent. As compared with 20 years ago, industrial and construction production values rose 27.7 times, service values increased 12.4 times and agro-forestry-fishery values twice. Last year, local budget revenues were VND3.4 trillion ($163 million) — more than 80 times the amount two decades earlier.
Meanwhile, national defense, security and social order are ensured, the living standards of the people  are improved, environment protection has been strengthened and sustainable economic development is progressing.
Ninh Binh is now a province with a developed and increasingly diversified industry. In 2011, the province earned the industrial production value of VND20.6 trillion ($990.4 million) and export earnings of $264 million. It has many favourite industrial products on domestic and foreign markets. Annually, the province produces nine million tonnes of cement, 100,000 tonnes of steel, 3,000 automobiles, seven million square metres of glass, 500,000 tonnes of fertiliser and two million embroidery products. In the coming years, the province will generate more electricity and make other products such as milk, beer and wine.
In addition, entertainment areas, hotels and restaurants and tourism resorts along with a series of historic relics and  famous landscapes have made Ninh Binh an attractive tourism destination. The number of tourists to the province has increased steadily over the years. Last year, Ninh Binh welcomed 3.6 million tourists. Tourism has created a large number of jobs for local residents and made a considerable contribution to the local budget, bringing the trademark of Ninh Binh Vietnam to international friends. The  Trang An Grotto Ecotourism Zone - Hoa Lu Ancient Capital has been proposed to UNESCO for being recognised as the world’s natural heritage.

Ninh Binh is gradually upgrading its technical infrastructure system, which includes roads, electricity, water supply and information are invested synchronously, ensuring domestic and international connections and meeting the requirements for stable socio-economic development.

Moreover, culture, sports, education, healthcare and social security are being enhanced while investment environment is improved through strong administrative reform.  
Ninh Binh boasts natural conditions, terrains, geophysics, culture and people that ensure socio-economic and cultural development which carries specific characteristics of Vietnam as well as the modernity of the world. Ninh Binh has rightly been described as a “miniature of Vietnam.” 
Particularly, Ninh Binh is uniquely appealing as a tourism centre of the Red River Delta region, as the region  is home to many renowned destinations such as Hoa Lu Ancient Capital and Trang An – Tam Coc – Bich Dong.  

Ninh Binh is the only province in the country that was selected for building the national wild animals park.

It is adjacent to large industrial production zones in the north and central northern region. In addition, the province has a developed industry with high-quality industrial products, creating favourable conditions for developing hi-tech production and supporting industries.
The province accommodates many vocational training schools that produce a plenty of skilled workers annually.

As a result, it follows the Vietnamese government’s administrative reform initiative providing guidelines for the local governments nationwide to assist business with the  one-stop-shop model.  

Ninh Binh is a province with numerous potentials and advantages for development. The province defines a new vision with a new strategy and a reasonable economic growth  with an aim to reaching the target of a “green and sustainable” growth model. 
A sincere invitation and welcome cooperation is the message of Ninh Binh to all investors who are interested in strengths, and material and cultural values in order to realise advantages of the well-known  Ancient Capital Land.  Ninh Binh authorities pledge to work faithfully with investors, and create favourable conditions and incentives for those setting up business in the province.

Certainly, Ninh Binh’s  huge potential and opportunities will make it an attractive destination for domestic and foreign investors.
