SOEs face punishment over info

The Ministry of Planning and Investment (MPI) has asked the Government to handle the State-owned enterprises (SOEs) that failed to disclose their business information in 2017.

The action is in line with Government’s Decree 81/2015/NĐ-CP issued in September 2015. According to the ministry’s report, by the end of 2017, only 265 out of 622 SOEs had sent reports to publicise their information on MPI’s business information portal. However, most of them sent only five out of nine reports required for publication.

The rest mostly operate in irrigation, agriculture, forestry and lottery in localities. They include the Shipbuilding Industry Corporation, Vietnam Express Corporation, Việt Nam Northern Food Corporation, Agriculture and Rural Development Bank and enterprises under the Ministry of Culture, Sports and Tourism.

In addition to them, many subsidiaries failed to follow the Decree, including one under the Việt Nam National Oil and Gas Group, two under the Việt Nam National Chemical Group, five under the Việt Nam National Coal Mineral Industries Holding Corporation and four under the Vietnam Rubber Group. As of December 31, 2017, only 20 out of 84 governing bodies disclosed their business information in line with the decree.

The rest are yet to strictly follow the decree, in terms of setting up a column to disclose their business information, inspection, monitoring and violation handling. The MPI requested the Prime Minister to instruct ministries and the provincial People’s Committees to promptly complete their reports and send to the ministry, deal with the leaders of the SOEs which failed to follow the decree and publicise the punishments on their own websites as well as on MPI’s business information portal.
