PM urges for elimination of inefficient plans

PM Nguyen Xuan Phuc has stressed the need to develop plans in a selective fashion to avoid expensiveness and low efficiency, during the ongoing monthly cabinet meeting in Ha Noi on July 4.

It is impossible to remove national planning, regional planning and fixed infrastructure planning (electricity, transport, etc), but planning work should be selective in order to reduce the current number of plans, the PM said.

At the meeting, the Government heard reports on the review, revision and supplementation of legal regulations concerning the issues of land, construction, housing, business investment and planning.

Highlighting the significance of institution and law building, PM Phuc insisted that institutions be favorable in line with the socialist-oriented market economic mechanism so as to facilitate socio-economic development.

With regards to the regulations on land, construction, housing and business investment, he mentioned the creation of “openness” in trade as a big requirement at present, whilst not permitting business conditions set to bind the development of trade and investment, excluding the fields in which business conditions are officially directed by the National Assembly and the Government.

Specialized procedures must work towards creating the most favorable business climate for development, he insisted.

Concerning the Law on Public Investment, PM Phuc assigned the Ministry of Planning and Investment to work with relevant ministries to review a number of contents and report to the Government on the shortcomings before July 30, which will then be submitted to the NA and NA Standing Committee for consideration and revision.

The obstacles delaying the disbursement of public investment capital in recent times need to be amended towards facilitating clearer decentralization, empowerment and responsibility to ministries, sectors and localities, the leader requested.

During the meeting, the Government discussed a draft Law on State Secret, a draft revised Law on National Defence, a draft law on amending and supplementing a number of articles of the Law on Judicial Records, and a draft decree on amendments and supplements to a number of articles of Decree no. 67, which stipulates a number of articles and execution measures of the Law on Tobacco Harm Prevention and Control.

To achieve a 6.7% growth pace for 2017, it is necessary to attain a pace of 7.42% in the rest of the year. The high goal is within reach but needs greater endeavors, drastic actions, and strong reforms, asserted PM Nguyen Xuan Phuc.
