MoF and IBM announce completion of TABMIS budget modernisation project

The Ministry of Finance and the US’ IBM have completed a state treasury and budget management modernisation project.

IBM has announced that it and the ministry (MoF) have successfully completed the treasury and budget management information system (TABMIS) project.

TABMIS is a key component of the World Bank-funded public finance management reform project (PFMRP) currently being conducted by the MoF. TABMIS is the cornerstone of the Vietnamese government’s public financial management reform, and aims to provide transparency and accountability in public financial management by modernising the state treasury and budget management functions, including budget allocation, accounts payable, accounts receivable, cash management, purchase orders, and reporting management.

TABMIS is a centralised system that uses oracle financial solutions and IBM hardware, couple with additional customisations developed by the IBM project team that are based on the firm’s deep insights into public financial management.

Starting in April 2006, IBM, along with its sub-contractors (Oracle Corporation and FPT Corporation) and a project team from the MoF, collaborated closely to develop the “To-Be Process” that can serve both the typical and outlier business and reporting requirements of Vietnam as well as system design and development. A pilot was launched in 2009. 

Thanks to the hard work of all those involved, the system was rolled out nationwide in 2013 with more than 1,500 tax offices at the district level using the system.

Towards enhancing user skills in terms of business process and operations and to reach a final complete launch of the system in 2013, teams carried out numerous road-shows, training classes, and on-the-job training sessions at tax offices using the system and a comprehensive communication programme was introduced.

TABMIS is now operational at all provincial and district-level treasuries and finance offices throughout Vietnam, as well as ministries and ministerial-level organisations. More than 10,000 end-users currently use the system.
