cent of the elderly are living in poor families.
The result of this process can be seen clearly in many
countries such as China, where a young person will have
their parents and four grandparents to take care of when
they mature. This has urged this country of 1.35 billion peo-
ple to relax its population controlling policies. Meanwhile, in
Japan, it is predicted that in 100 years the population will be
just one third of the present size.
The consequences will be pressure on the work force,
health care, schooling, insurance and many other areas.
As a result the slogan ‘Each couple should have two
children - Two children is the best choice’ will replace Vi-
etnam’s previous message: ‘Each couple should have from
one to two children”.
“In 2013, we saw the rapid speed of population aging.
If we do not have a warning alarm, we can miss the chance
to avoid having an aged population. The population aging
process has come much sooner than predicted,” said Duong
Quoc Trong.
Le Canh Nhac, vice director of Vietnam Department of
Population and Family Planning, affirmed: “Having only one
child is not a progressive trend. Persons who have two chil-
dren are patriots, having only one child is disaster.”
However, it is not always easy to be a patriot. Le Minh
Duc, 32 of Chi Minh City, said: “I and my wife agree that
we will have only one child, whether it be a boy or girl, to
give the child the best conditions in terms of healthcare and
study. When we talked about a second my wife insisted our
living is tough enough and she does want it to be tougher
due to another child.”
Many people say it is not their private wish to have
only one child. Many are only willing to have more than
one if income, social welfare, schooling and healthcare are
all improved.
