Administrative procedure control agency to make debut

The Administrative Procedure Control Agency (APCA) will officially come into operation on Feb. 19, with mission to work on the next phase of the National Public Administrative Reform Project (Project 30).

The APCA will be responsible for assisting the Minister, Chairman of the Office of Government to control administrative procedures as well as the national database on administrative procedures.

Mr. Ngo Hai Phan, Deputy Head of the Special Task Force of Project 30, was appointed as the Director of the APCA.

The Project 30 has been implemented actively at all ministries, localities and agencies with positive response from businesses and individuals.

The national database on administrative procedures, one of the significant outcomes of the Project 30, comprises thousands of administrative procedures from central to local levels.

The World Bank (WB) on November 4, 2010 listed Vietnam as one of the Top 10 economies that have most improved business environment in 2011, following the Vietnamese government’s efforts in regulatory and public administrative reforms.

Meanwhile, the Organization for Economic Cooperation and Development (OECD) regarded Project 30 as one of the most popular examples for institution reform and opens a new cooperation channel for OECD and other ASEAN members.  

*Remaining tasks

The Vietnamese Government has finalized the second phase of Project 30, issued 24 Resolutions and streamlined about 5,000 administrative procedures at ministerial level.

In the coming time, other 4,818 administrative procedures will be simplified, of which 480 will be abolished, 4,148 will be amended, and 192 will be replaced.

The administrative reform is expected to reduce VND30,000 billion annually or 37.31per cent of total cost for complying administrative procedures of people and businesses.

Furthermore, central agencies are supposed to amend 1,010 documents including 42 laws, 12 ordinances, one National Assembly’s Resolution, 183 decrees, 37 PM’s decisions, 313 ministerial decisions, and 336 ordinances, while localities are to deal with 3,000 documents.
