As we celebrate the 24th anniversary of the Vietnam Investment Review (Septem-ber 27, 1991-September 27, 2015), I would like to convey my warmest regards to all of you on behalf of the Ministry of Planning and Investment (MPI), as well as our Party executives and leaders.

Dear Vietnam Investment Review Editorial Board, editors, reporters and all other members of staff,

Over the last 24 years, while accompanying the country on its journey of economic renovation and international integration, you have spared no effort in making VIR one of Vietnam’s leading business newspapers.

While remaining cognisant of your goals and high standards, VIR publications Vietnam Investment Review, Dau Tu, Dau Tu Chung Khoan, Dau Tu Bat Dong San and TimeOut (both print and online editions) - have done an outstanding job of delivering in-depth information on the wider economic spectrum, satisfying the demand from organisations and businesses, as well as domestic and foreign investors.

In addition, VIR has been a key player in propagating Party and state policies on socio-economic development, and promoting the image of Vietnam - both the land and her people - to international friends.

Notably, as a press office of the MPI, VIR keeps abreast of the MPI activities, and reports regularly on planning, investment, and statistics across the financial sector on a national scale. This helps shape a strong social consensus on the building and implementation of policies and other legal documents to propel socio-economic development, while also helping to attract investment from both inside and outside of the country for Vietnam s national development.

The increasing number of meetings, workshops, and forums hosted by VIR has provided a useful platform for the business community and investors to grasp the latest in-formation, and share their experience and knowledge, while bridging the gap be-tween investors, businesses, and policy-makers.

The MPI Party executives and leaders highly appreciate your tireless efforts, and are delighted to see that your labours have garnered the trust and admiration of the business and investor community.

VIR, which is always brimming with vitality, and is financially self-sufficient, has the capacity to invest in technological innovations and train its staff to reach ever- greater heights in the media arena.

Vietnam is observing the dawn of a new stage in its development. As it integratesfurther into the global economy, the future lies before us is in-termingled with many opportunities and challenges. MPI is a consultative organ to the Party, the National Assembly, and the government, and the onus on it has proven arduous. This requires VIR to scale up its efforts to keep pace with and to better respond to the thirstfor information from domestic and foreign readers.

I expect that the entire staff o/VIR will continue to cultivate internal unity while spurring democracy and creativity, and strive for even greater success in the future.

Good health, happiness and prosperity to you all.

Bui Quang Vinh

Member of Vietnam Communist Party’s Central Committee Minister of Planning and Investment
